Why do we need to know the flow of campaign funds?
Transparency International Indonesia (TII) conducts monitoring of campaign funds for the 2024 General Elections and Regional Elections based on secondary data, which is data obtained from publications or information services of the General Election Commission.
In-depth monitoring is limited to:
Legislative data
Election of Members of the House of Representatives (national legislature)
Monitoring of campaign funds for 580 elected members of the DPR coming from 8 political parties and 84 electoral districts. Campaign fund data is obtained from the daily receipts and expenditures information on behalf of each candidate announced by the KPU through the channel infopemilu.kpu.go.id.
The data collection period lasts until June 2025.
Governor Data
Governor and Deputy Governor Election (provincial regional head)
Monitoring of the overall campaign funds of the pairs of candidates for governor and deputy governor (consisting of 103 pairs of candidates) competing in 37 provinces in Indonesia. Campaign fund data is obtained from reports published through the channel infopemilu.kpu.go.id or provided as an official response to information requests to the KPU, including the Campaign Funding Contribution Receipt Report (LPSDK) and the Campaign Funding Receipt and Expenditure Report (LPPDK).
The data collection period lasts until January 2025.
Monitoring of campaign funds for elected members of the DPR and pairs of candidates for governor and deputy governor refers to the initial announcement of the election and regional head election results by the KPU.
Thus, changes due to the Constitutional Court's decisions on disputes over election/regional head election results, re-voting, replacements after the KPU announcement by political parties, or changes for other reasons, are not covered in this monitoring.
The analysis is first conducted quantitatively to identify patterns or trends in the reported campaign funding, such as:
The average income and expenditure of candidates and candidate pairs
Comparison of income and expenditure based on specific criteria such as gender, electoral status, and serial number;
Comparison of expenditure against the established spending limit
The quantitative analysis is then followed by qualitative analysis in order to describe the quality of transparency and accountability of campaign funding for the 2024 General Election and Regional Election.
