Alex was born in Padang City, West Sumatra, on December 31, 1970. He is the child of Johanes Lukman, a former member of the Indonesian House of Representatives for the 1999-2004 period, and Djunita Virgo. Alex is the older brother of Albert Hendra Lukman, who currently serves as a member of the West Sumatra Regional People's Representative Council. Alex attended SD Agnes, Padang (1976–1983), SMP Frater, Padang (1983–1986), and Don Bosco High School, Padang (1986–1989). He studied at Fachhochschule Frankfurt am Main, Germany (1990–1996). He graduated with a Bachelor's degree in Communication Science from Ekasakti University and obtained a Bachelor of Social Science degree (2004–2008). He earned a Master's degree in Public Administration from Prof. Dr. Moestopo University (Religious) (2020–2023). Alex served as the Deputy Treasurer of the West Sumatra Provincial PDI-P in 2005.
