Dr. Hinca Ikara Putra Panjaitan XIII, S.H., M.H., ACCS (born September 25, 1964) is an Indonesian politician. He has been a member of the House of Representatives of the Republic of Indonesia since 2018 from the Electoral District of North Sumatra III. He also served as the Secretary General of the Democratic Party between 2015 and 2020. Hinca has also served as the Head of the Public Communication Division of the Democratic Party and was a member of the convention committee for presidential candidate selection of the Democratic Party. Hinca was born in Aek Songsongan, Asahan Regency, North Sumatra on September 25, 1964. He is the second son of Sangil Songsongan Pandjaitan XII and Nurianna Orem Siagian. Hinca attended SD Negeri Aek Songsongan, Bandar Pulau, Asahan from 1971 to 1974. He then transferred and completed his Elementary School education in 1977 from SD Negeri Gambir Baru, Kisaran, Asahan.
