Rahmat Saleh was born in Jakarta on April 27, 1983, to the couple Bismar and Susanti. Graduating from Unand, Rahmat Saleh ventured into the retail business for baby clothing. While managing the business, he got involved in politics through the Prosperous Justice Party (PKS). He was part of the campaign team for Mahyeldi who ran as a candidate for Mayor of Padang in the two-round election in 2013 and 2014. In the 2014 election, Rahmat Saleh ran as a candidate for the West Sumatra DPRD from the electoral district (dapil) of Padang City. He was elected as a member of the DPRD with 8,188 votes.
