Saleh was born in Sibuhuan, South Tapanuli, North Sumatra, on April 5, 1974. This 47-year-old man is a member of the DPR for two terms from the PAN faction, namely the 2014-2019 and 2019-2024 periods. He is known to have run as a legislative member from the electoral district of North Sumatra 2, and is currently serving as a member of Commission IX of the DPR, which deals with health, employment, and population issues. Saleh pursued his education at the University of North Sumatra (USU) and graduated in 1997. He then continued his master's education at UIN Syarif Hidayatullah majoring in Islamic Civilization History, then a year later took a Philosophy major at the University of Indonesia.
