Hidayat Arsani was born on August 21, 1963, in Pangkalpinang and is known as a senior politician from the Golkar Party. Hidayat also served as the chairman of the Golkar DPD of Bangka Belitung. In addition, Hidayat served as the Deputy Governor of Bangka Belitung from 2015 to 2017 alongside Rustam Efendi. He also ran in the 2017 gubernatorial election but lost at that time. Hidayat Arsani completed his high school education at SMEA Negeri Pangkalpinang from 1981 to 1984. He also pursued a Bachelor's degree at STIE IBEK Pangkalpinang from 2011 to 2015.

Hellyana is a woman born on July 26, 1977, in Tanjung Pandan and attended high school at SMA Negeri 1 Tanjung Pandan from 1992 to 1995. The 47-year-old woman is also known as a member of the Bangka Belitung Regional Parliament. She is also recognized as the Chair of DPW PPP Bangka Belitung and is now running as the Deputy Governor candidate of Bangka Belitung alongside Hidayat Arsani.
