Moh. Suhaili Fadil Tohir, also known as Uhel, was born on December 31, 1966, in Central Lombok. He is publicly known as the former Regent of Central Lombok for two terms, namely 2010-2015 and 2016-2021. Before serving as Regent, Suhaili also served as the Chairman of the NTB Regional House of Representatives from 2004 to 2010.
